Google removes reviews that breach its prohibited content policies. In practice, that covers reviews that are fake or posted by someone who was never a customer, that contain personal attacks or offensive language, that come from a competitor or a party with a conflict of interest, that reference an unrelated business, or that are posted repeatedly to manipulate your rating.
The work is in establishing which policy a review breaches and evidencing it properly. A generic flag rarely succeeds. A specific, documented policy breach usually does.
